Google Reported Planning Touchscreen Laptops

Google has developed the first touchscreen laptops powered by its Chrome OS to be sold later this year, The Wall Street Journal reports, citing ?people familiar with the matter,? as it tries to challenge Microsoft?s?Windows system.

Oddly, the Chrome devices also would compete with those powered by Google's other operating system, Android, which has swept the smartphone and tablet market, making Google a force in mobile-device software.

Both Chrome and Android spring from Linux, an open-source operating system, and Google has said it is comfortable with competing systems that help boost key services like its Web-search engine and YouTube.

It's unclear when the Chrome touchscreen laptops will go on sale and what hardware manufacturer is working with Google to build them. A Google spokeswoman declined comment to the Journal.

Samsung has been among the manufacturers building Chrome laptops. Google sold nearly 100,000 $199 and $249 Chromebooks in the U.S. during the fourth quarter of last year.

NATO may keep Afghan forces at peak strength longer

BRUSSELS (Reuters) - NATO officials are strongly considering a proposal to keep Afghan forces at their peak strength of 352,000 until at least 2018, as opposed to current plans to cut the force by a third after 2015, alliance officials said on Thursday.

Backers say the proposal, disclosed to a small group of reporters during NATO talks in Brussels, would send a crucial signal of enduring support for Afghanistan and bolster Afghan confidence after the United States and its allies declare their long, unpopular war in the country over at the end of 2014.

But it could also cost allies billions of dollars more at a time when budget pressures are already squeezing defense spending and forcing Western nations to make tough choices about military priorities.

NATO Secretary-General Anders Fogh Rasmussen, asked about the proposal, stressed that no final decisions had been made. But he also argued that paying for the larger force was possible and preferable to fielding foreign forces.

"I feel confident that we will be able to finance Afghan security forces of that size," he told a news conference.

The United States this year is providing $5.7 billion of the $6.5 billion cost to field the Afghan forces, which are nearly at peak strength. Other NATO members are providing $300 million and the Afghans are paying for $500 million of that total.

In recent months, top U.S. and NATO commanders have expressed growing confidence about the ability of Afghan forces to take the lead successfully in all operations starting this Spring and to take full responsibility for security at the end of 2014, despite a still resilient insurgency.

But U.S. officials, including President Barack Obama's nominee to lead the U.S. military's Central Command, General Lloyd Austin, have strongly backed the idea of keeping the Afghan forces at peak strength longer.

Austin, who will head Central Command if confirmed by the Senate, said at his Senate confirmation hearing last week that a more robust Afghan force, while more costly, would "hedge against any Taliban mischief" following America's longest war.

A NATO official, speaking on the sidelines of a meeting of NATO defense ministers, cautioned that the larger issue at hand was ensuring confidence among Afghans that the international community was committed to Afghanistan.

"This confidence thing ... it isn't (Afghan) confidence in the fight, it's not confidence in battle," the official said.

"It really is, are we (Afghans) still going to have a job after 2014? We heard the force was going to be 228,000. What happens to me?"

MEMORIES OF 1992

Memories are still fresh in Afghanistan about how foreign aid dried up after the Soviets' humiliating defeat in their decade-long war against mujahideen fighters in 1989.

Moscow continued to prop up the communist government of Mohammad Najibullah but when the Soviet Union collapsed two years later, the aid vanished, Najibullah was ousted in 1992 and civil war engulfed Afghanistan.

"If I have a clear vision about 2015, then I just keep doing my job, I keep staying focused. I keep training my soldiers," the official said, speaking on condition of anonymity.

"If I think that this thing may run out in December 2014, and the narrative of 1992 gets played, as unrealistic and as completely different as the circumstances may be, now what I might be doing is actually trying to siphon money off from my soldiers. I may be trying to buy a house in Dubai."

"I may be trying to figure out how I am going to take care of my family after 2014 when the well runs dry."

Obama is weighing up how many troops to keep in Afghanistan after 2014. Proposals under consideration range up to around 9,000. He announced on February 12 a plan to withdraw 34,000 U.S. troops by early 2013, or about half the current total of 66,000.

It remains unclear if NATO allies will cut numbers by a similar proportion over the next year, but the NATO official said allies were aware of the need to help keep the focus on supporting the Afghans during the peak summer fighting months.

"All the troop contributing nations are very much appreciative of what we want to do in the summertime and what we don't want to do in the summertime," the official said.

"What we don't want to do in the summertime is incur an undue amount of friction and turn the focus to be closing bases and redeploying, when really the focus ought to be setting the Afghans up for success in their first fighting season."

'Teen Mom 2' returns with jealousy, violence

The fourth season of "Teen Mom 2" opened with Leah, Jenelle, Kailyn and Chelsea reintroducing themselves and bringing us up to date on all their haps. It was a handy refresher because it's been 7 WHOLE DAYS since we saw them, on last week's season three reunion special.

The reunion was apparently taped after filming started for season four, because as the season opens, Leah has just suffered a miscarriage. And unlike her "I want more babies" comments to the stunned Dr. Drew, on the premiere, she is all about taking it slow. That means dangling along her fianc?, Jeremy, while admitting that she'd really prefer to get back together with her ex-husband, Corey. At least she's honest?

Like Leah, Kailyn has a new devoted boyfriend (now her husband, Javi) but still fantasizes about reuniting with her baby daddy, Jo. Unfortunately, her wild jealousy over his girlfriend manifested itself into a physical fight when she saw Vee at his house when dropping off their son.

According to Jo -- the demonstrably calmer parent whenever we've seen him -- Kailyn struck first, punching him in the face while he was holding onto their son. MTV cameras apparently didn't film the confrontation (which sounds even more heated than original "Teen Mom" star Amber Portwood's domestic violence assault), but both parents admit things got physical, and Kailyn has bruises on her arm to prove it.

Without telling Jo (she loves surprising him!), Kailyn files a temporary protection from abuse order, which prevents him from seeing her or his son until a court hearing in two weeks. Maybe Jo should invite his girlfriend?

The premiere also deals with the bombshell Chelsea dropped on Dr. Drew: that she and baby daddy Adam had hooked up without using birth control. The baby daddy, who's now paying child support all by himself with a construction job, insists that they did "kind of use protection."

Our favorite beast of the Southern wild, Jenelle, is moving again -- an event that happens so frequently it should be included every episode summary. This time, she's moving to be closer to her new boyfriend, Gary Head, making his debut appearance on "Teen Mom 2."

If we didn't know better -- and we know better -- we might believe, like Jenelle's mom, Barbara, that Gary is a model citizen. And maybe he is, if you compare him to Kieffer -- who, incidentally, has just been released from prison and tries to contact Jenelle through Gary.

For now, anyway, Jenelle wants nothing to do with the former President of Planet Fun. She's now studying to be a medical assistant, claims she hasn't smoked dope for eight months and is taking her bipolar medication. So why punish herself by voluntarily making Hamburger Helper?

Next time, Jenelle makes Hamburger Helper of her relationship with Gary, Leah's Indecision 2012 continues, Kailyn lawyers up and Chelsea daydreams about being pregnant again.

Alaska, Hawaiian, JAL get points for promptness

Planning to fly somewhere for your spring break or summer vacation? If arriving at your destination in a timely manner is important, you may want to choose Alaska over American, Hawaiian over Allegiant and Japan Airlines (JAL) over Air Canada.

According to the global trackers at FlightStats, Alaska, Hawaiian and JAL were among the top airlines in the world in terms of getting their passengers where they wanted to go within 15 minutes of their scheduled arrival time last year.

American, Allegiant and Air Canada, not so much.

Released on Tuesday, the company?s On-time Performance Service Awards analyzes data from airlines, major reservation systems and civil aviation authorities and ranks carriers in 13 categories, including major international airlines, major airlines by continent, regional airlines by continent and airline alliance.

Among the winners and losers:

Top 5 major North American airlines

  • Alaska: 87.26 percent
  • AirTran: 87.24 percent
  • US Airways: 85.98 percent
  • Delta: 85.95 percent
  • JetBlue: 79.36 percent

Other major U.S. carriers included Southwest (77.53 percent), Frontier (77.19 percent), United (76.94 percent) and American (76.93 percent), with Air Canada bringing up the rear with an on-time performance rate of just 60.89 percent.

Top 5 North American regional airlines

  • Hawaiian: 92.29 percent
  • Horizon: 91.60 percent
  • Delta Connect: 88.54 percent
  • Mesa: 86.57 percent
  • Executive: 85.21 percent

Most likely to get delayed at the gate or stuck on the tarmac? Allegiant, at 69.13 percent.

While passengers on Allegiant (and other lesser-known carriers) had every right to be annoyed by poor performance, it?s worth noting that the U.S. industry, overall, has been delaying fewer passengers recently.

According to the Department of Transportation (DOT), the 15 largest U.S. carriers posted an on-time arrival rate of 81.85 percent last year, up from 79.60 percent in 2011 and the third-best annual rate in the 18 years DOT has been collecting the data.

Still, there?s room for improvement, especially when compared to major international airlines, where on-time honors went to JAL (90.35 percent), All Nippon Airways (88.48 percent), SAS (87.91 percent) and KLM (87.85 percent). Last year marked the third time that JAL has taken the top spot.

?It takes a lot of teamwork among all employees to pull together consistent on-time performance,? said Sarena Regazzoni, director of corporate communications at FlightStats, ?and if an organization has a high rate, it?s an indicator that passengers will have a positive outcome on their day of travel.?

Whether that?s enough to get travelers to pick one airline over another is less clear. Even when there?s a choice between carriers, on-time performance is less important than other factors, including price, schedule and inflight services, says Stuart Greif, vice president, global travel, at J.D. Power and Associates.

?On-time performance is table stakes,? he told NBC News. ?Customers? expectations are that the plane should arrive on time. You don?t get credit for what you?re supposed to do.?
