Emboldened GOP wants to abolish state income taxes (AP)

OKLAHOMA CITY ? A year after Republicans swept into office across the country, many have trained their sights on what has long been a fiscal conservative's dream: the steep reduction or even outright elimination of state income taxes.

The idea has circulated among academics and think-tank researchers for years. But it's moving quietly into mainstream political discourse, despite the fact that such sweeping changes would almost certainly mean a total rewiring of tax systems at a time when most states are still struggling in the aftermath of the recession.

"I think there's going to be more action that way," especially as Republican governors release their budget plans, said Kim Rueben, an expert on state taxation at the Brookings Urban Tax Policy Center.

Last year, GOP lawmakers in many states quickly went to work on a new conservative agenda: restricting abortion, cracking down on illegal immigration, expanding gun rights and taking aim at public-employee unions.

Emboldened by that success, the party has launched income tax efforts in Idaho, Kansas, Maine, Missouri, Ohio, Oklahoma and South Carolina. But it's not clear how all those states would make up for the lost revenue, and Rueben said she's not aware of any state in modern history that has eliminated an income tax.

Nine states already get by without an income tax, mostly by tapping other sources of revenue. Nevada and Florida rely on sales taxes that target the tourism industry. Alaska has taxes on natural resources, and Texas imposes substantial property taxes. The other five states are: New Hampshire, South Dakota, Tennessee, Washington and Wyoming.

But in the rest of the country, income taxes pay for bedrock government services, including roads and bridges and schools and prison systems.

In Oklahoma, Republican Gov. Mary Fallin says gradually cutting the top income-tax rate of 5.25 percent will make the state more attractive to businesses, help spur economic growth and ensure Oklahoma is competitive against neighboring states such as Texas. Although the personal income tax does not apply to corporate earnings, supporters say company executives and employees will prefer to live in a state that doesn't tax personal income.

South Carolina Gov. Nikki Haley is pushing this year to consolidate four personal income tax brackets and to phase out corporate income taxes. She promises to seek more tax cuts in the future.

Missouri has a bill to reduce income taxes and offset the lost revenue by raising the cigarette tax.

And Maine's GOP-controlled Legislature voted last year to lower the income tax from 8.5 to 7.95 percent, taking 70,000 low-income citizens off the income-tax rolls.

Idaho Gov. C.L. "Butch" Otter has suggested reducing the individual income tax rate from 7.8 percent to 7.6 percent, the same as the corporate income tax rate, and then gradually lowering both to 7 percent. But business groups have said they would rather get help eliminating the personal property tax businesses pay on their equipment.

In Ohio, Gov. John Kasich's 2010 campaign included a pledge to phase out the state's personal income tax, though without a timetable for doing so. Thus far, the state's fiscal situation has stymied the governor's efforts to achieve his goal, other than implementing a previously scheduled income tax cut.

As one way to compensate for the lost revenue, the Oklahoma governor and others have suggested eliminating other kinds of tax breaks and incentives, specifically transferrable tax credits offered to certain businesses. But that would still fall woefully short in Oklahoma, where the income tax provides more than one-third of all state spending.

Still, 23 Republicans in the Oklahoma House have signed up as sponsors of a measure to abolish the income tax over the next decade without raising any other taxes.

"Our goal is to transform Oklahoma into the best place to do business, the best place to live, find a quality job, raise a family and retire in all of the United States. Not just better than average, but the very best," state Rep. Leslie Osborn said.

Lower taxes appeal to many voters, but some wonder how the state could get by if lawmakers abandon a major source of money.

"I personally would favor paying less taxes, but to me, it's like where are we going to make up the difference?" said Steve Schlegel, a bicycle shop owner in Oklahoma City. "I already feel like government is underfunded at the moment."

Roger Garner, a letter courier, said he would accept higher property taxes if it meant eliminating the income tax.

"Get rid of it," Garner said. "Florida doesn't have it. Texas doesn't have it. We don't need it. If something is needed, we can figure out a way to pay for it at the local level."

Conservatives say the lost revenue will be made up by increased economic activity ? more businesses paying corporate taxes and more employees paying property taxes and spending money. But economists warn those predictions are unrealistic.

Without creating an alternative funding system, "it's clearly irresponsible to propose taking action against the income tax," said Alan Viard, an economist with the American Enterprise Institute, a Washington, D.C.-based conservative think tank.

Former Oklahoma Treasurer Scott Meacham, a Democrat who helped negotiate a series of small income tax cuts, urged state leaders to be careful tinkering with the state's economy, which is currently enjoying double-digit revenue growth and has one of the 10 lowest unemployment rates in the country.

"If you look at our state's economy, it's doing very well versus virtually any other state, whether they have a state income tax or not," said Meacham, who is now a member of the board of directors for the State Chamber, an association of Oklahoma business and industry.

Voters, he added, "ought to be very concerned, especially in an election year, when the politicians are telling them they know what's best for them from an economic standpoint."

In neighboring Kansas, Republican Gov. Sam Brownback has a sweeping plan to overhaul income taxes that calls for offsetting income tax cuts by canceling a scheduled drop in the sales tax. But it would increase the tax burden for the state's poorest households. And he faces resistance from within his own party over concern that the sales tax increase was supposed to be a temporary fix back in 2010.

A similar debate is unfolding in Oklahoma, where the plan calls for reducing the income tax from 5.25 percent to 4.75 percent by eliminating the personal exemption for every household member, including children, as well as the child tax credit and earned income tax credit.

An analysis by the Oklahoma Policy Institute shows those steps would raise taxes for 55 percent of Oklahomans, mostly low-income families and those with children.

"We have grave doubts about this proposal," said David Blatt, director of the institute. "We see stumbling blocks in every direction. You either decimate state services or shift the burden onto those that can least afford it."

Just as his star is shining brightest, Uggie the movie dog is hanging up his collar. The sweet-faced Jack Russell Terrier became the four-legged breakout film star of 2011, thanks to his role as the convincingly faithful companion to Jean Dujardin's down-and-out character in The Artist. While he was "snubbed" by the Oscars, the hard-working dog did manage to snag two nominations for next month's inaugural?Golden Collar Awards. But Uggie, 10, is starting to slow down, and it's time for him to retire, says his trainer, Omar Von Muller. Here's what critics have to say about Hollywood's loss:

One for the history books: "It's a sad, sad day in the animal kingdom,"?says Michelle Profis at Entertainment Weekly. Uggie is "arguably one of the most adored pooches of all time." It's heartbreaking to lose such charisma, such "star power," so soon.

    One is the story of Non, the white shiba. He lived in Okuma, an area very close to the nuclear power plant. His family left him reluctantly, thinking they would be able to go back to their home in a couple of days. Instead they were evacuated to Kyushu. I got a tearful phone call from the owner, asking me if I went into the zone to try to find him. I got the address and went in secretely at night with a volunteer. It was a rather hair-raising experience, the roads were appalling because of the earthquake damage.  And I don't even want to think about the radiation levels at the time. We only had a very ancient Geiger counter with us, that proved to be completely unreliable. After more than two weeks without food and water, we thought our chances of finding him safe and sound were slim (he had been left chained up) but miraculously he was fine. He was rather aggressive towards us at first, but we managed to manouvre him into a crate and drive out of the  area. The funny thing was his character changed as a result of his experience and he became a pretty friendly dog! We eventually managed to reunite him with his owner.(Photo Credit: HEART)

    When people fled Fukushima, their pets were left behind, and few people recognized that their displacement would be indefinite. Volunteers have since rescued hundreds of animals, but shelters are struggling to feed and care for them.

    Fortunately, organizations including?Animal Friends Niigata and HEART Tokushima have been working in partnership with Japan Earthquake Animal Rescue and Support to save over 700 animals the Great East Japan Earthquake. Another rescue effort is planned for next week.

    Volunteers brave arrest and elevated levels of radiation around Fukushima, donning protective gear and carry Geiger counters. They must limit the time spent on rescue missions and dodge security to enter ?no-go? exclusion zones.

    ?There are still many, maybe thousands of animals in need of rescue in the area and it is becoming more urgent to get them out before complete and expanding access is denied. The Fukushima problem is not something we will see disappear overnight, but will continue for years to come. It is imperative that we get the animals out of the area as soon as we can,? said HEART founder Susan Mercer.

    HEART operates shelters in Tokushima and Niigata - both cities a healthy distance from Fukushima. Rescue efforts are ongoing, but over 300 animals remain in its shelters. HEART?s immediate concern is to focus is on stabilizing the lives of the animals through regular medical care, housing, feeding and, ?TLC,? Mercer said.

    The most common health problems encountered in rescued animals are emaciation, dehydration, and heartworm, Mercer noted. ?We haven?t seen any cases of sickness that could be proven to be due to radiation poisoning and all of our animals have been through protocol.?

    ?Volunteers and resources have decreased as news of the Tohoku crisis has naturally waned but we are dedicated to quality care for our current as well as future rescues,? Mercer said.

    HEART bears the expense of non-related medical issues such as spaying/neutering, vaccinations, and implanting microchips for identification purposes. It is actively seeking owners whenever possible, but there is no foreseeable date when disaster victims would be able to return to their homes, said HEARTS??Isabella Gallaon-Aoki.

    However, there has been some serenity amid the loss and abandonment. A dog named Benji was rescued in April of 2011 in Fukushima, and was reunited with his family via the Internet six months later. Another pet rescued by Japanese pro snowboarder Kazu is still?available?for adoption.

    French government to cut 2012 growth estimate: source (Reuters)

    PARIS (Reuters) ? The French government is set to revise down its estimate for 2012 economic growth in an upcoming revision to its budget bill, a government source said on Sunday.

    The source told reporters following a televised interview with President Nicolas Sarkozy that the government envisages cuts to spending, rather than further tax rises, to make up for the likely shortfall.

    Sarkozy's conservative government has been banking on gross domestic products growth of 1.0 percent this year.

    More than 100 hurt in Peru quake (AP)

    LIMA, Peru ? Peruvian authorities say 112 people have been treated for injuries after a magnitude-6.3 earthquake struck the country's central coast. They say none of the injuries are life-threatening.

    Regional civil defense director Cesar Chonate says a boy was hospitalized with a fractured hip but most injuries were minor and included heart palpitations as people fled homes in panic.

    Chonate says 16 homes suffered some damage in the quake, which struck at 11 minutes after midnight (0511 GMT), nine miles (15 kilometers) southeast of Ica.

    The city was badly damaged by a magnitude-8 earthquake in August 2007 and also suffered damage in a quake last October.

    The U.S. Geological Survey says Monday's quake was at a depth of 24 miles (39 kilometers).

    'Project Nim' wins Directors Guild doc award (AP)

    LOS ANGELES ? James Marsh won the documentary prize Saturday at the Directors Guild of America Awards for "Project Nim," his chronicle of the triumphs and trials of a chimpanzee that was raised like a human child.

    It was the latest major Hollywood prize for Marsh, who earned the documentary Academy Award for 2008's "Man on Wire." Among those Marsh beat out for the guild award was Martin Scorsese, who had been up for the documentary honor for "George Harrison: Living in the Material World" and also was nominated for the evening's highest honor, for feature-film directing.

    The film favorites were guild awards regular Scorsese for his Paris adventure "Hugo" and first-time nominee Michel Hazanavicius for his silent movie "The Artist."

    Also in the running were Woody Allen for his romantic fantasy "Midnight in Paris"; David Fincher for his thriller "The Girl with the Dragon Tattoo"; and Alexander Payne for his family drama "The Descendants."

    At the start of the ceremony, Guild President Taylor Hackford led the crowd in a toast to one of his predecessors, Gil Cates, the veteran producer of the Academy Awards broadcast who died last year.

    Robert B. Weide won the comedy directing award for an episode of "Curb Your Enthusiasm."

    Other early television winners at the guild ceremony were:

    ? Reality programming: Neil P. DeGroot, "The Biggest Loser."

    ? Musical variety: Glenn Weiss, "The 65th Annual Tony Awards."

    ? Daytime serials: William Ludel, "General Hospital."

    ? Children's programs: Amy Schatz, "A Child's Garden of Poetry."

    The Directors Guild Awards are one of Hollywood's most accurate forecasts for who will win at the industry's top honors, the Oscars, which will be handed out Feb. 26. Only six times in the 63-year history of the guild awards has the winner failed to take home the Oscar for best director, and more often than not, the film winning the best director Oscar is voted best picture.

    Fincher had been the favorite going into the Directors Guild ceremony last year for "The Social Network," but Tom Hooper came away the winner for "The King's Speech." Hooper went on to win the Oscar, too, and his film also earned best picture.

    This time, Fincher's the odd man out at the Directors Guild show. The other four guild nominees made the best-director cut at Tuesday's Oscar nominations, but Fincher missed out. The fifth Oscar slot went to Terrence Malick for the family chronicle "The Tree of Life."

    French filmmaker Hazanavicius, whose credits include the spy spoofs "OSS 117: Cairo, Nest of Spies" and "OSS 117: Lost in Rio," had been a virtual unknown in Hollywood until "The Artist," his black-and-white throwback to early cinema that has been a favorite at earlier film honors.

    "The Artist" won the Golden Globe for best musical or comedy and is considered a best-picture front-runner for the Oscars.

    But Scorsese won the Globe for directing over Hazanavicius.

    Unlike Hazanavicius, the other nominees all have competed for Directors Guild honors before. Scorsese earned his ninth and 10th guild nominations this season for "Hugo" and his George Harrison documentary.

    Scorsese is a past feature-film winner for 2006's "The Departed," as well as a TV drama winner a year ago for an episode of "Boardwalk Empire." The family film "Hugo" was a departure for Scorsese, known for dark crime tales, and the movie also was his first shot in 3-D.

    Allen has been nominated five times and won for 1977's "Annie Hall." He had not been nominated since his 1989 "Crimes and Misdemeanors" but has been on a critical and commercial resurgence for "Midnight in Paris," his biggest hit in decades.

    This was the third nomination for Fincher. Payne was nominated one time previously, for 2004's "Sideways."

    Boatright attorney blasts NCAA after probe

    HARTFORD, Conn. (AP) ? A lawyer representing the mother of Connecticut guard Ryan Boatright says the family is considering legal options after the NCAA detailed its investigation into the freshman's eligibility.

    The NCAA has cleared Boatright to play, but said Saturday he and his mother had accepted more than $8,000 in impermissible benefits from at least two people.

    Attorney Scott Tompsett issued a statement Sunday calling the NCAA's news release false and misleading. He said the people providing the benefits were friends of the Boatright family and had "no expectation of repayment or reciprocation."

    "And there's not a shred of evidence that they influenced Ryan's decision to attend UConn or that they intend to represent Ryan if he ever goes pro," he said. "The public also should know that the NCAA never told Tanesha and Ryan who made the accusations about them or told them the substance of the accusations so they could defend themselves."

    Messages were left Sunday seeking comment from the NCAA.

    Boatright has missed nine games this season as a result of the investigation, including a six-game suspension to start the season. He also is repaying $4,500 in benefits. He was held out of the last three games as the NCAA looked into additional information.

    The NCAA said it allowed Boatright to return to action after determining he has lived up to an agreement that gave him limited immunity for cooperating in the investigation, and is "likely the least culpable" of those involved in the violations.

    The 6-foot Boatright was back in uniform Sunday as UConn hosted Notre Dame. He received a standing ovation when he entered the game just under 4 minutes into the first half. His first points came on a runner in the lane at the halftime buzzer that gave UConn a 24-21 lead.

    "Ryan and his mother Tanesha cooperated fully with the NCAA with the clear understanding that the information they provided would be kept confidential and would not be released to the public," Tompsett said. "The NCAA has violated the Boatrights' privacy by releasing their personal information."

    Tompsett said he also has represented Connecticut coach Jim Calhoun in the past.

    Before Tompsett's release, university President Susan Herbst issued a statement on Sunday praising Boatright's character.

    "This young man has shown tremendous patience and poise all the while in the national spotlight," she said. "This is a strength of character that is seldom demanded of college freshmen and I am extraordinarily proud of him, our team and our coaching staff."

    Connecticut went 6-3 this season with Boatright out of the lineup, but dropped two of three when he was forced to sit out a second time. The Huskies (14-5, 4-3 Big East) won at Notre Dame, snapping the Irish's 29-game home-court winning streak, before losing consecutive games to Cincinnati and Tennessee, each by three points.

    The NCAA said the benefits included car payments, travel expenses for his mother during four official visits to NCAA schools, and approximately $1,200.

    "In addition, Mr. Boatright was provided travel expenses, hotel, meals and training expenses during a two-night trip to California," the organization said.

    The NCAA said the benefits came from at least two people with links to "nonscholastic basketball and professional sports."

    Several news organizations, including ESPN and The New York Times, had previously reported that a plane ticket was purchased for Boatright's mother by Reggie Rose, who runs the AAU team for which Boatright played. Rose, the brother of NBA star Derrick Rose, has declined to comment on the case.

    Boatright averaged more than 10 points and three assists in the 10 games he played after being reinstated to the team.

    Bucks trample travel-sick Lakers (Reuters)

    (Reuters) ? The Milwaukee Bucks, missing key starters, stunned the travel-sick Los Angeles Lakers 100-89 Saturday, helped by a herculean effort from Drew Gooden.

    The Bucks (8-11) were without leading rebounder Andrew Bogut, who has a broken ankle, while second top scorer Stephen Jackson sat out the game with suspension.

    Gooden filled the void with 23 points - 18 coming in the second half - and eight rebounds, Mike Dunleavy and Ersan Ilyasova scoring 15 points each coming off the bench.

    The loss dropped Los Angeles (11-9) to a woeful 1-7 on the road.

    Gooden hit a three pointer late in the first quarter to spark a 17-0 Milwaukee run that extended into the second quarter to turn a six-point deficit into an 11-point lead at 34-23.

    "I've been working on that day-in and day-out, and the best thing I like about it is coach (Scott Skiles) is giving me the confidence to shoot it," Gooden told reporters.

    "I have to thank my coach and my teammates for having the faith in me shooting that three, and it is helping our offense."

    Outside of a brief Lakers surge near the end of the third quarter that trimmed the Bucks lead to three points, Milwaukee maintained a comfortable grip on the lead.

    Dunleavy scored 10 points in the first half but went silent in the second half until scoring five points in a 40-second span in the final two minutes of the game.

    That spurt helped push the Bucks' lead back to an insurmountable 11 points.

    "As so often happens, they made a little run at us and we had to make some big shots and big plays - and tonight we made them," said Skiles.

    Kobe Bryant led the Lakers with a near triple double, including 27 points, nine assists and eight rebounds, while the Bucks limited Andrew Bynum to 15 points.

    Spaniard Pau Gasol grabbed 15 rebounds but scored just 12 points.

    "Before the game, the question was, 'How are we going to guard Bynum and Gasol?' And I kept saying they've got to guard us also," said Skiles.

    "We put them in as many pick-and-roll situations as possible. We made (Lakers coach) Mike Brown have to switch the coverage numerous times.

    "They got a little confused out there on certain occasions and it led to open jump shots or we made a play to the open man."

    Brown lamented his team's poor play away from home

    "I just hope that we don't need a home crowd to get us juiced, to play the right way," he said. "We're not bringing it mentally nor physically when we're playing on the road."

    Jordan's king receives Hamas leader (AP)

    AMMAN, Jordan ? A senior Jordanian official says the country's king has received Hamas leader Khaled Mashaal, who is on his first official visit to the kingdom since his expulsion 13 years ago.

    The official says talks with King Abdullah II opened in the presence of Qatar's crown prince, who mediated Mashaal's visit. He says the visit is meant to "break the ice" with the militant group banned in Jordan, Israel's closest Arab peace partner.

    The official ? who spoke on condition of anonymity citing the visit's sensitivity ? said Sunday that Jordan will not allow Hamas to reopen offices in the kingdom.

    Jordan is trying to engage with previously shunned Islamists, who have been gaining ground across the region amid the Arab Spring uprisings that toppled pro-Western dictators in Egypt and Tunisia.

    France, Karzai want faster NATO Afghanistan exit (AP)

    PARIS ? President Nicolas Sarkozy says France and Afghan President Hamid Karzai will ask NATO to hand over all combat missions in Afghanistan to Afghan troops in 2013 ? a year earlier than planned.

    Sarkozy also says France has informed U.S. President Barack Obama of the proposal and will present it at a meeting of NATO defense ministers early next month.

    The move, if confirmed, comes at a time of widespread fatigue among European contributors to the 10-year allied intervention in Afghanistan, and would accelerate a gradual drawdown of NATO troops that Obama planned to see through until the end of 2014.

    "We have decided in a common accord with President Karzai to ask NATO to consider a total handling of NATO combat missions to the Afghan army over the course of 2013," Sarkozy said.

    News of the French-Afghan proposal comes one week after Sarkozy abruptly suspended France's training missions and joint military patrols with Afghan forces following the shooting death of four unarmed French troops by an Afghan soldier on Jan. 20.

    Sarkozy announced that the French will resume their training mission as of Saturday and withdraw its own troops by the end of 2013.

    With Karzai at his side, Sarkozy also said authority in the strategic province of Kapisa east of Kabul, where nearly all French troops are deployed, will be handed over to the Afghans in March.

    Actually, London Bridge may be fine.? I don't know.? But London has some bigger issues.? The Palace of Westminster has apparently been slowly subsiding for some time, which has caused Big Ben to lean, and for cracks to appear in surrounding structures. (The Big Ben situation may not be a problem for 10,000 years, according to one expert.)? To fix the underlying problem, engineers propose sealing off large portions of the Palace of Westminster for years, to allow them to shore up the foundation.? Some MPs, unhappy about the time and expense that would be involved in saving the 140+ year old structure, propose selling it to developers and building a new home for Parliament.

    Meanwhile, back in America, the New York Times reports today on efforts in NYC to reconcile historic preservation and new green building standards.?

    Obama urges Congress to act in election year (AP)

    CAMBRIDGE, Md. ? President Barack Obama rallied House Democrats for an election-year fight, urging them to work with Republicans if they show some willingness to put politics aside but telling the rank and file to call them out if they stand in the way.

    Addressing Democrats on the final day of their three-day annual retreat, Obama outlined the political stakes over the next few months as congressional Democrats try to push his agenda in the face of Republican opposition, the GOP choses its nominee and signs of recovery in a fragile economy go a long way to determining his re-election chances and the party's fate.

    Obama said Democrats should seize the opportunity "whenever there is a possibility that the other side is putting some politics aside for just a nanosecond in order to get something done for the American people, we've got to be right there ready to meet them," the president told the sometimes raucous crowd.

    However, "where they obstruct, where they're unwilling to act, where they're more interested in party than they are in country, more interested in the next election than the next generation, then we've got to call them out on it," the president said. "We've got to push. We can't wait; we can't be held back."

    Coming off a three-day tour to promote his State of the Union message, Obama promised a "robust debate about whose vision is more promising" when Republicans choose their nominee.

    On a day when reports showed the economy picking up late in 2011 but still considered "fragile" by the White House, Obama told Democrats wondering about their re-election prospects: "It's going to be a tough election because a lot of people are still hurting out there and a lot of people have lost faith generally about the capacity of Washington to get anything done."

    House Republicans, who held their retreat in Baltimore last week, have repeatedly said the election will be a referendum on Obama's policies, especially his handling of the economy.

    The president acknowledged that Democrats have embraced parts of his agenda when it was politically difficult and in some cases costly. The party took a drubbing in the midterm elections, losing control of the House and seeing their ranks diminished in the Senate.

    And despite some past clashes with House Democrats over his willingness to compromise with Republicans, Obama was warmly received and was introduced as "our champion" by Rep. John Larson of Connecticut.

    The president returned the warmth with a vote of confidence that Democrats would win back the House in November, making a nod to their leader as "soon-to-be once-again Speaker of the House Nancy Pelosi."

    "I believe in you guys. You guys have had my back through some very tough times," said the president, who received a small gift ? a DVD of House Democrats singing Rev. Al Green's "Let's Stay Together."

    Last week, at a fundraiser at the Apollo Theater in New York, Obama stood on the stage and crooned a line from the Green classic.

    Democrats were upbeat at their three-day session, energized by Obama's State of the Union address and its populist themes as well as recent polls showing more Americans say the country is on the right track and approve of Obama's handling of the economy. Divisions in the Republican ranks that were on full display last year in the fight over extending the payroll tax cut and the bitter battle between Mitt Romney and Newt Gingrich for the GOP presidential nomination also lifted Democratic spirits.

    But the relationship with the White House hasn't always been cordial. Vice President Joe Biden, who addressed the Democrats prior to Obama's speech, described some of the rough patches.

    He noted that several members in the room were mad at him in December 2010 after Obama negotiated an extension of President George W. Bush's tax cuts over the objections of some House Democrats. Last year, frustrated Democrats complained the Obama gave away too much in negotiating a spending bill and an agreement to raise the government's borrowing authority.

    Biden said Pelosi told him at the last conference to "get tough. Enough is enough." He said the "message was heard. The message was heard. And I think we've delivered."

    The vice president was more pointed in his political remarks than Obama and called out some Republicans by name. He said the American people will reject GOP unwillingness to compromise and its blatant determination to make Obama a one-term president.

    Of the presidential candidates, Biden said Romney's criticism of the auto bailout and a host of positions stated by rival Newt Gingrich on government intervention will create a clear contrast for voters.

    "These guys are helping us by saying what they believe," Biden said.

    Pats' line has tough job against Giants' pass rush (AP)

    FOXBOROUGH, Mass. ? Tom Brady felt the power of the New York Giants' pass rushers when he was sacked five times in their first Super Bowl confrontation.

    Four years later, the New England Patriots' offensive linemen expect another fierce attack on their quarterback in the championship rematch on Feb. 5. The Giants will indeed have plenty of strong, speedy pass rushers zeroing in on Brady.

    "This year, they're definitely the best defensive line in football," Patriots right guard Brian Waters said Friday. "The wave of good football players they throw at you definitely makes them a difficult task."

    There's Jason Pierre-Paul with 16 1/2 sacks, Osi Umenyiora with nine and Justin Tuck with five. Chris Canty and Mathias Kiwanuka also can put pressure on the quarterback.

    "They've got good pass rushers across the board," left guard Logan Mankins said, "and when their backups come in they're good, too, so you're going to always have four guys that are very good pass rushers in the game."

    At least Brady has Super Bowl experience against an aggressive Giants pass rush.

    The Patriots' quest for a perfect 19-0 season ended with a 17-14 loss in the 2008 Super Bowl. After the Giants scored the decisive touchdown with 35 seconds left, Brady was sacked for the fifth and final time.

    Mankins didn't care to discuss his memories of the Giants' pass rush on that day.

    "That was four years ago," he said Friday. "Next question."

    But Umenyiora thinks the Patriots view the upcoming game as a chance to get even.

    "Of course," he said. "I mean, if I were them, that's what I would be doing. Great players ? Mankins, (Matt) Light, the (Sebastian) Vollmer kid. They have some very good football players. They were embarrassed about that last game and they are going to do everything in their power not to allow that to happen."

    The Patriots have had some memorable, if regrettable, games when Brady's gotten hit.

    In the opener of the 2008 season, he suffered a season-ending knee injury when he was hit by Kansas City safety Bernard Pollard. In a 33-14 wild-card playoff loss to Baltimore on Jan. 10, 2010, Brady was sacked three times. The next year, he was sacked five times as the New York Jets won a divisional playoff game 28-21.

    But Brady has received decent protection recently. He was sacked a respectable 32 times in the regular season. In the playoffs, he wasn't sacked in a 45-10 win over Denver and was sacked just once in a 23-20 win over Baltimore in the AFC championship game.

    The Giants sacked him just twice in their 24-20 win on Nov. 6. But one of those sacks, by Michael Boley, forced a fumble and the Giants took a 10-0 lead on the next play on Brandon Jacobs 10-yard run.

    "Tom has been in this position before," said running back BenJarvus Green-Ellis, who may do more blocking than usual. "We have to come out and just be assignment sound."

    At times, the Giants use four defensive ends, trying to generate speed against the power of the offensive linemen.

    "That's the biggest difference," Waters said, "knowing who you're going against from play to play. You have to know that every one of those guys have different elements of their game from JPP (Pierre-Paul) and his long arms and his super athletic ability to a guy like Tuck, who is a veteran, a guy who is always going to give you one look and do something different to the bigger guys in the middle, the guys who are real physical."

    So what's an offense to do?

    It can keep an extra blocker in, a running back or wide receiver. It can have a wide receiver or tight end throw a chip block before starting his route. It can throw quick passes before the pressure reaches Brady.

    Draw plays and screen passes can slow down pass rushers by making them hesitate before charging the quarterback, but the Patriots have used those infrequently this season.

    Deion Branch came up with an original tactic for him and his fellow wide receivers.

    "Well, if we can switch positions with the linemen, hopefully (defensive) linemen move out and then we block the corners," he said with a laugh. "But, overall, there's a lot of things we can do. We'll make those adjustments on the sideline."

    They can also fight.

    Umenyiora said he and Patriots left tackle Light did that in their first meeting this season.

    "I've actually fought him twice, a for-real fight on the football field twice. Me and him have history and we are going to rekindle that," Umenyiora said. "He wasn't as bad in the Super Bowl, but this past game we fought again. I don't know what it is he does, but there is something he is doing that really gets under my skin. I am not that type of guy. He is the only guy I have ever fought on the football field.

    "I think he is more important to his team than I am right now. So if we both fight and get kicked out (Pierre-Paul) and Tuck will have a field day."

    Gingrich ad labels Romney 'dishonest man'

    (AP) ? TITLE: "What Kind of Man?"

    LENGTH: 1 minute

    AIRING: On broadcast and cable stations in Florida.

    KEY IMAGES: The ad begins with footage of former Arkansas Gov. Mike Huckabee, who ran against Romney in the 2008 GOP presidential contest, talking into the camera. "If a man's dishonest to get a job, he'll be dishonest on the job," Huckabee says.

    Downbeat music starts playing. A narrator intones darkly as a blurry image of former Massachusetts Gov. Mitt Romney slowly comes into focus. "What kind of man would mislead, distort, and deceive just to win an election?" the male voice asks. "This man would. Mitt Romney."

    As a series of photos of Romney from recent debates flash across the screen, a bright red "false" stamp flashes across a different picture of Romney, who appears pained.

    "Romney said he has always voted Republican when he had the opportunity," the narrator says. "But in the 1992 Massachusetts primary, Romney had the chance to vote for George H.W. Bush or Pat Buchanan but he voted for a liberal Democrat instead."

    The narrator continues: "Romney said his investments in Fannie and Freddie were in a blind trust. But as reported in the National Journal, Romney earned tens of thousands of dollars from investments NOT in a blind trust. Romney denied seeing a false ad his campaign used to attack Newt Gingrich. But Romney's own campaign paid for the ad ... Romney's own voice is on the ad approving the content.

    "If we can't trust Romney in a debate, how can we trust him on anything?"

    As the final line is read, a picture of Romney with his head bowed appears with text next to it that is superimposed over a shot of the White House. It reads, ".... and that's why he would lose to Barack Obama."

    The ad signs off with "Paid for by Newt 2012."

    ANALYSIS: From disappointing losses in Iowa and New Hampshire to a soaring victory in South Carolina, the level of vitriol in Gingrich's attacks on Romney has waxed and waned. After scaling back his barbs in two debates, Gingrich has seen his numbers slip. Opinion polls show a close race in Florida, with a slight advantage for Romney. This ad dramatically escalates Gingrich's attacks on Romney.

    It is by far Gingrich's sharpest, most personal attack on the former Massachusetts governor to date. "What Kind of Man?" also seems to signal that Gingrich will fight bitterly for the GOP nomination.

    The ad curiously begins with Huckabee, currently a TV personality and popular conservative Republican figure. Gingrich may be hoping to remind viewers that, at least four years ago, Romney's fellow presidential aspirants could barely contain their anger at him. Huckabee hasn't endorsed in this year's contest.

    The former Arkansas governor quickly disputed the use of his image in the ad. In an interview on Fox News Channel's "Your World," Huckabee said he was not referring to Romney specifically in the footage and did not approve of Gingrich's use of the footage in the ad. Huckabee said he would "love for him" to pull the ad because he hasn't endorsed anyone in the primary.

    As a narrator takes over, the ad makes a series of claims that Romney could justifiably dispute.

    It alleges that Romney voted for Democrats when he could have voted for Republicans. While this is technically true of the 1992 Massachusetts primary, Romney has said repeatedly that he was a registered independent so he could have more influence in a state where Democrats typically dominate. Romney has maintained that he has always voted for Republicans in general elections, and voted in the Democratic primary so he could vote for a weaker candidate and improve the GOP's chances.

    As Gingrich's ad asserts, National Journal did report that Romney's investments in mortgage companies Fannie Mae and Freddie Mac were not in a blind trust. And Romney's personal financial disclosure forms show he owned between $250,001 and $500,000 in the Federated Government Obligation Fund, which contained mutual-fund notes of politically sensitive Fannie and Freddie. An addendum to Romney' disclosure forms says certain assets, including the federated fund, were outside the scope of his blind trust. The investment was not on Romney's 2007 financial form, making it a relatively new one coming just as the housing and financial crises were hitting Americans full force.

    Romney and his campaign have, nonetheless, denied that he had any knowledge of his large investment in the fund.

    The final factual claim, that Romney says he had no knowledge of an ad from his campaign against Gingrich, is true. Also true is that Romney's voice can be heard at the end of the ad, approving its message. But there is no way to determine whether Romney saw the ad before his campaign put it on the air.

    Beyond the ad's specific claims, Gingrich has chosen to take an unusually personal tone that effectively calls his opponent untrustworthy and a liar. That's a sign both of Gingrich's frustration and the high stakes. Both Gingrich and Romney believe a Florida victory could catapult them to the Republican nomination.

    The ad is also a variation on a theme Gingrich has tried to push about Romney. Gingrich's campaign wants voters to see Romney as a flip-flopper and someone who will say anything to get elected. But this ad is stripped of even a patina of civility.

    As Romney has done before him, Gingrich also raises the specter of a second term for President Barack Obama as the consequence of voting for his opponent. Both candidates seem to be talking past each other on the issue of electability. In Iowa and New Hampshire, Romney was viewed by voters as more electable. In South Carolina, where Gingrich jolted the race with a victory, he was viewed as the candidate with the best chance of beating Obama.

    One thing both campaigns seem to agree on is Obama's effectiveness as a bogeyman in GOP primaries.

    J.Lo gripes at 'Idol' judges: Your hearing is bad!

    Judges Steven Tyler, J.Lo and Randy Jackson weren't on the same page for the first time this season on Thursday, and Lopez wasn't shy about hiding her frustration.

    ?American Idol? took its show on the road to Texas for Thursday?s episode, by way of the International Space Station.

    Sadly, the astronaut in charge of kicking off the show gave a conventional introduction and didn?t go with a riff on ?Star Trek.? After all, he could have said: ?Space: The final frontier. These are the voyages of the 'Idol' auditions. ?Its four-week mission: to explore strange new cities, to seek out new talent and folks who got cut in previous years, to boldly go where every ?Idol? season has gone before.?

    That would have been fitting for an episode that was in turns both nostalgic and wacky. It was as filled with clich?s as any ?Star Trek? episode, complete with the egotistical folks on the bridge.

    Yes, it?s true. The bickering judges were back! Finally!

    After two weeks of constant 3-0 votes, we finally had an incredulous J.Lo find herself on the wrong end of a series of 2-1 decisions. She was the only supporter of Rachael Turner, Reagan Wilson and Cheyenne James, but somehow resisted the urge that all viewers felt to reach through the screen and whack Randy Jackson in the head for mocking her. But she was able to get in a dig after James sang. "If I had two people who were hearing correctly right now, they would have said yes and then we would be putting you through to Hollywood and you might make it very very far," J.Lo told the hopeful.

    Then she was the only no vote for Linda Williams, a contestant notable mostly because she said she was going to pee on herself.??

    ?They?re sending the good singers home and they?re letting the bad singers through,??Lopez griped (accurately).

    After everyone?s hair and makeup were refreshed, J.Lo said, ?I don?t wanna fight.?

    Steven Tyler answered, ?Then say you?re sorry."

    Here?s a tip: That never works to end an argument with a beautiful woman, as my wife could tell you because I've tried that line on her many, many times with no success.

    We also got some old-school, really terrible singers. Phong Vu, for example, is a worthy heir to season three?s William Hung. He didn?t make it to Hollywood, but should contact Hung?s agent and see if he can get the same record deal that Hung got. Isn?t it about time for a new cover of ?She Bangs??

    And Alejandro Cazares, who implored the judges to ?grant me the power to bring revolution to the world.? Please. They don?t have the authority to drink anything that?s not in a Coke cup. Do?you think they have the power to create a revolution?

    Even the successful auditioners looked familiar. In the case of Baylie Brown, it?s because she was one of the early stars of season six as a 16-year old and made it to the group round, where one of her teammates was Antonella Barba. It doesn?t sound like she had fond memories of that, but five years later she?s back for another shot and Barba?s remembered as the girl who had risqu? pictures show up on the Internet. So maybe that was a blessing in disguise for Brown.

    Skylar Laine could be this year?s Kellie Pickler. She?s the country girl who offroads and hunts deer and would be equally wacky if asked to eat sushi with Wolfgang Puck for a sketch during the finale like Pickler did. She was charming enough in her introduction to the ?Idol? voters, and could last a long time.

    Then there were the traditional hard-luck cases. Kristine Osorio was the mom who bought a plane ticket to the auditions instead of paying her divorce lawyer -- good luck with that court case now. Cortez Shaw was homeless for a couple of years but sang really well and made Adele?s ?Someone Like You? into something that didn?t cause the judges to cringe.

    And like every other episode, ?Idol? ended with a tearjerker. Ramiro Garcia, a worship leader whose parents were told he?d never be able to hear or speak when he was a baby, sang ?Amazing Grace? and earned a place in the next round.

    Let?s just say that was a showstopper that any astronaut could have seen coming from outer space.

    (AP) ? Since the Iraq War ended there has been little fanfare for the veterans returning home. No ticker-tape parades. No massive, flag-waving public celebrations.

    So, two friends from St. Louis decided to change that. They sought donations, launched a Facebook page, met with the mayor and mapped a route. On Saturday, hundreds of veterans are expected to march in downtown St. Louis in the nation's first big welcome home parade since the last troops left Iraq in December.

    "It struck me that there was this debate going on as to whether there should or shouldn't be a parade," said Tom Appelbaum, one of the organizers. "Instead of waiting around for somebody somewhere to say, 'Yes, let's have a parade,' we said, 'Let's just do it.'"

    Appelbaum, a 46-year-old lawyer, and Craig Schneider, a 41-year-old school technology coordinator, said they were puzzled by the lack of celebrations marking the war's end. But, they wondered, if St. Louis could host thousands of people for a parade after their beloved Cardinals won the World Series, why couldn't there be a party for the troops who put their lives on the line?

    The effort got help with donations from two corporations with St. Louis connections ? $10,000 from Anheuser-Busch and $7,500 from the Mayflower moving company. Individual donations have boosted the project's total budget to about $35,000. By comparison, more than $5 million was spent two decades ago on New York's welcome-home parade for Gulf War veterans who helped drive Iraqi forces out of Kuwait.

    Ticker-tape salutes to returning troops are part of the American culture, including parades in many cities honoring veterans of World War I and World War II.

    Since the end of the latest Iraq War, there have only been small events at military posts, gatherings of families at airports and a low-key appearance by President Barack Obama at Fort Bragg, N.C., a base that endured more than 200 deaths from fighting in the war.

    "Many communities across the country are finding ways to recognize the service and sacrifice of our troops and their families," said Maj. Chris Perrine, a spokesman for the Defense Department. "We are certainly encouraged by that and grateful for it."

    Celebrating the end of the Iraq War isn't as simple as the outpourings after the world wars, said Wayne Fields, professor of English and American Culture Studies at Washington University in St. Louis. With 91,000 troops still fighting the war on terrorism in Afghanistan, many Iraq veterans could be redeployed ? suggesting to some that it's premature to celebrate their homecoming.

    "We're not celebrating the end of a war the way we were with V-E Day or V-J Day (after World War II)," Fields said. "Part of what this is trying to do is recognize the special service of those who were there even though we can't declare a victory over a clearly identified enemy."

    In May 2003, President George W. Bush landed on an aircraft carrier to hail the end of major combat operations in Iraq. Behind him during that speech was a banner that read, "Mission Accomplished," yet U.S. troops remained in Iraq for 8 ? more years.

    Even some of the festivities in St. Louis will serve as a reminder that Bush launched the Iraq War as part of the larger war on terror following the Sept. 11, 2001, attacks.

    As part of the weekend, a "Reading of the Fallen" will begin at 9:11 p.m. Friday at Soldiers Memorial downtown. It will continue until the names of the approximate 6,500 Americans killed since the attacks are read.

    "Veterans have sacrificed so much for the safety and well-being of St. Louisans," Mayor Francis Slay said. "This is a chance to demonstrate our appreciation for them."

    City officials agreed to waive permit fees and allow use of streets for the parade from the heart of downtown along Market Street to Union Station, the former train station that is now a shopping center and hotel. A "Resource Village" will be set up there that will include food, music and entertainment but will also connect returning vets with organizations to help ease transition to civilian life.

    Organizers expect about 100 parade entries ? floats, marching bands, first-responders, veterans groups. Appelbaum said that while the parade marks the end of the Iraq War, any military personnel involved in post-Sept. 11 conflicts are welcome.

    Appelbaum has no idea how many people will turn out to cheer on the troops but said response has been overwhelming despite the lack of any substantial marketing.

    "It's significant that this is strictly a grassroots effort, and coming out of the heartland of the U.S., I think it really says something," he said.

    Biden: GOP candidates promoting Bush-era policies (AP)

    ROCHESTER, N.H. ? Republican presidential hopefuls are blatantly focused on advancing economic policies that favor the wealthy over most Americans, giving voters in the 2012 election a clear choice, Vice President Joe Biden said Thursday.

    Biden told reporters there's no discussion in the Republican campaign about compassionate conservatism, or wanting to save Medicare or education as in past campaigns.

    "The reason I think this race is going to be so clear is that for the first time in my career, Republicans aren't hiding the ball," he said.

    "They're putting forward a political philosophy that is absolutely straight-forward... The way it's going to work is to not only keep the tax cuts for the wealthy but increase tax cuts for the wealthy, and the way to move forward is to deregulate Wall Street."

    Biden said Republicans want to "unshackle" businesses by eliminating regulations, but doing so would shift risk to the average American instead. He argued that reasonable regulation of business and Wall Street is necessary.

    Biden was making his seventh trip to New Hampshire as vice president. Obama carried New Hampshire in the 2008 general election, but the state is expected to be heavily contested in the fall.

    On Thursday, Biden spoke to employees of Albany Engineered Composites and Safran USA, two companies that used a labor department grant to design a training program with Great Bay Community College to help workers acquire advanced manufacturing skills. He cited the program as an example of the Obama administration's efforts to encourage companies to expand in the United States rather than of overseas.

    "Our job is to encourage," he said. "The government doesn't produce jobs, it produces incentives," he said.

    Biden said after years of economic distress, "Americans are tired of being tired," and added that he's tired as well.

    "I am tired of the naysayers. I'm tired of people telling me America isn't going to come back," he said. "We start off better positioned than any nation in the world to be the dominant economic force of the 21st century."

    Obama Pitches 'All Of The Above' Energy Strategy

    President Obama promoted the sale of new oil and gas drilling leases in the Gulf of Mexico and the promise of cars running on natural gas, defending his energy agenda Thursday against critics who say his policies have stifled domestic energy production.

    "We need an all-out, all-in, all-of-the-above strategy that develops every source of American energy ? a strategy that's cleaner and cheaper and full of new jobs," Obama said at a Nevada UPS center, flanked by large trucks bearing the company's logos.

    Obama announced plans for the sale of new oil and gas drilling leases for nearly 38 million acres in the central Gulf of Mexico and highlighted the completion of a highway corridor for vehicles that run on liquefied natural gas. It came days after he drew sharp Republican criticism for rejecting a cross-country oil pipeline that would have delivered Canadian tar sands oil to refineries in Texas.

    The parcels the Obama administration is putting up for lease in June are part of an offshore drilling plan for 2007-12 put in place by President George W. Bush. But after the massive BP oil spill led to an overhaul of the government's oversight of offshore exploration and production, some of those areas had to be re-evaluated for the environmental risks associated with drilling, in some cases delaying the original auction date.

    The two leases that will be sold off next summer were originally scheduled for 2011 and this year.

    "We're going to keep moving on American energy," Obama said.

    Combined with other parts of Obama's energy pitch, the White House is portraying the president as willing to seek the middle ground on energy after Republicans and the industry criticized him for the moratorium put in place after the Gulf disaster, the rejection of the Keystone XL pipeline from Canada, and other policies they say have hampered production, jobs and national energy security.

    Some of those critics on Thursday weren't convinced anything has changed. They accused Obama of taking credit for work done to increase oil and gas production by previous administrations.

    "Announcing a scheduled lease sale that doesn't open any new areas for energy production and that should have happened a year ago shouldn't be a `major announcement,"' said Rep. Doc Hastings, R-Wash., chairman of the House Natural Resources Committee.

    The lease proposal includes Obama administration measures designed to encourage oil and gas exploration companies to develop the leases. The Interior Department has increased the minimum bid for deepwater leases to $100 an acre from $37.50. Administration officials said Wednesday that the increase was designed to give leaseholders incentives to invest in acreage they would be more likely to explore. Escalating rental rates are also designed to encourage faster exploration and development.

    Later, speaking at Buckley Air Force Base in Colorado, Obama was expected to highlight the expanded use of clean energy by the Defense Department. The Air Force is installing a one-megawatt solar array on the base, and it tested jets last year that are powered by advanced biofuels.

    In choosing Nevada and Colorado, Obama is returning to two states that are important to his re-election campaign.

    Obama last visited both states in late October, using the trip to launch a phase of his campaign to jumpstart the economy. With economic indicators improving, Obama this time visited on a higher note.

    Both states hold their presidential caucuses within the next two weeks events that have grown in importance as the Republican contest for the White House continues to shift and narrow to a choice between former Massachusetts Gov. Mitt Romney and former House Speaker Newt Gingrich.

    Obama won both Nevada and Colorado in 2008. Nevada has had the nation's highest unemployment, in excess of the national average. But a poll in December by the Las Vegas Review-Journal showed Obama with a 6-percentage-point lead over Romney and a 12-point lead over Gingrich.

    Colorado offers an example of a state with a mix of energy programs, from a booming solar-energy industry to natural gas extraction that is a result of a compromise between energy companies and environmentalists.

    Obama kicked off his post-State of the Union tour on Wednesday in Iowa and Arizona, pushing for tax incentives for manufacturers. His three-day trip concludes Friday in Michigan.
